I have no idea where to start. Licenses, permits, taxes, this, that.. Help!

And by the way, can someone underaged start a business?

Why don't you start a simple home based business and build it up.  Several different industries in which you can collaborate with and run a business within their business.  Majority of business owners both traditional and home based do this.  Verizon wireless stores are business owners that have collaborated with Verizon, T-Mobile stores as well, or any wireless store in combination of different wireless companies.  Shoe store owners have done the same thing like Payless, Nike etc.  It's not difficult to do.  Home based business have the same income opportunities as traditional businesses without all the over head expenses.  They cost a whole lot less to start one up as well.  Most home based businesses cost under $500 to start.
