I want to throw a suprise party for my friend...were should we throw it at?

I'd suggest a nice, select restaurant.

Quiz her in advance on their favourite foods and make sure the menu has these items!

Also, make sure they don't have to pay for a thing the whole evening!!

If there is a local bar or restaurant where your friend hangs out, and the place has the space for a party, then I would do that - then you can take your friend there without them suspecting anything. If it's a smaller party, or nice enough where you live, then just have it at someones house..inside or outside would both be nice. Plus it depends on the money you want to spend - some places charge for a room or area to have a party. The whole idea though is to make it a surprise, so you want to be able to take your friend someplace that they won't be suspicious.
