  1. I, too, recommend diluting it, or drinking it in water, but also remember ACV is a food, and so there really isn't a safety issue with it ever, unless you're overdoing it.  Some people do just drink down a tablespoon or so at a time.  Cyclone Cider (ACV plus cayenne, horse radish, maple syrup and some other lovely natural stuff) is a delicious way to take this in, too.  You can also make a  nice vinaigrette dressing with it plus some EVOO (extra virgin olive oil), sea salt, pepper, some dijon mustard to emulsify, a little bit of honey if it's too sharp for your tastes/palate and lots of fresh lovely herbs.  You can also mix the vinaigrette w/ plain yogurt if you prefer creamy dressings.  Worry about pharmaceuticals, not natural things like apple cider vinegar.

  2. Definitely dilute it a tbs in a cup or so of water just do it to taste its too harsh without water.

Don't take it on an empty stomach either.
