I want to vist someone on north island naval base. in san diego..how do i get through the gate?

Visit a recruiter and sign up.

Seriously, have your friend meet you at the Pass Office/Visitor Center and he/she can sign you in at the gate.

You need a military I.D. (meaning you or an imediate family member is in the service) or you need to get your friend to admit you as a guest. They don't let just anyone on the base.
