if you mean the second, an easy way is to create a WordArt object with the desired text. then on the WordArt toolbar just click on the third to last button (has an a and b on it)

if you mean the first, then you can enter the text in a text box (a tool located on the drawing toolbar) and then go to the Format menu and choose text direction. you may also want to remove the borders from the text box. just go to the Format menu and select Cell, then go to the Borders tab and choose the preset None.
