  1. "Swamp coolers" are more natural than most air-conditioning systems but they don't work well in a humid climate.  Where are you? (A "swamp cooler" is a system that allows water to trickle through a filter.  A fan blows air across the filter.  As the water evaporates, it cools the air.  What comes out of the cooler is humid but cool air.  The system requires electricity to run the fan.  One could, of course, get some sort of solar pack to power the electric motor, though the ones commercially available typically just plug in to the wall.)

    I don't understand what you mean by cooling a "place covered by asbestos."  If the asbestos is unstable, it needs to be removed, not cooled, since asbestos is a real health hazard.  Could you add some information so I can get a better idea what you are asking?
