I wanted to go to a different country and i born in Laos but im a permanent resident in the US

my main concern is im married to a filipino and we are both permanent resident in the US and i wanted to go with my wife to the philippines but i dont have any passport and some other documents so how do i do that.

if you don't have a passport from Laos and can't apply for one, you could apply for a refugee travel document from the US. It would be up to the Philippines to determine whether or not to issue you a visa.
