yes that is photoshop.

Not sure what font they are using, but regarding the program:

The EXIF information for the image indicates the image was made with Adobe Photoshop CS2 running on Windows.

Note however that this doesn't necessarily mean that was the source program for creating the menu, only the program used to make the image file itself.  The menu could have been made in Illustrator for example, and imported into Photoshop before uploading.
