  1. how in the river

  2. To tell you the truth, no it is not.  Fire is not really tournament worthy. The closest is Volcanic Monarchs and the only fire it runs are Volcanic Rockets, Volcanic Shells, 1 Blaze Accelerator, and 2 Wildfire. I can try to help you build a better fire deck. You focus on too many themes at once. Not all fire belongs together.

    3 Volcanic Rocket

    3 Volcanic Shell

    3 UFO Turtle

    3 Solar Flare Dragon

    3 Tenkabito Shien

    3 Thestalos

    1 Snipe Hunter

    1 Spirit Reaper

    2 Blaze Accelerator

    1 Wild Fire

    1 Brain Control

    2 Soul Exchange

    1 Mst

    1 Heavy Storm

    1 Premature Burial

    1 Monster Reborn

    1 Lightning Vortex

    1 Mirror Force

    1 Torrential Tribute

    1 Trap Dustshoot

    3 Royal Oppression

    3 Solemn Judgment

This deck I think is pretty decent for locals. If you want to compete in higher tournaments, then Volcanic Monarchs are the way to go.
