it really didnt come off...it was hard to come off and it really looked like it was attached to his skin and not matted in his hair....

i'm not sure if I understand your question- did you say you don't know if its his balls?  That's your first problem.  Get your dog fixed!!  It will help with aggression, health problems,and of course overpopulation..  i work at a shelter.  I see too many healthy dogs get put to sleep just for space.  There is no excuse.  It could be mange, which a vet can prescribe medication for....

Ever heard of a...Dinkleberry?  My dog gets them too, I know it's gross.  It dries up on to the fur and gets really stuck on there.  Try wiping it everyday and eventually they will come off.

To prevent this, we wipe my dogs tush with wipes when we see anything leftover on there!
