I was asked to email my references to an HR Manager I just interviewed with. What if I don't have enough?

I'm really worried that my previous managers won't say nice things about me. I know it's the law that they can't bash me, but what if they say it in a way that the hiring manager thinks they are? Also - Some of my previous references/managers are no longer with that company, do I still put them?

don't limit your references to just prior managers. consider other contacts you may know through school, family, volunteering, etc.
