  1. yes

  2. You have the citizenship of your parents not Ukrainian citizenship. The Ukraine is a "right of blood" country (you get your citizenship from your parents). Since neither parent is Ukrainian you do not qualify (NOTE: some excptions apply such as a "stateless" person or parents, abandoned, etc.)

  3. please note this :

Obligation to terminate foreign citizenship" - is the written statement of a foreigner that in case he/she acquires the citizenship of Ukraine he/she would terminate his/her citizenship of another state and that during one year since the acquisition of the citizenship of Ukraine he/she would submit a document certifying termination of citizenship of another state to the authority that issued him/her temporary certificate of citizen of Ukraine.

  4. If you are born there and you were registered there, then you are already citizen of Ukraine. I do not know Ukraine but many countries allow the double citizenship, one for where you born and the other one where you elected.

If you were not registered there, then only your parent or tutors can ask for your citizenship.

In other words, you can do it at anytime.
