  1. You can purchase them on line or at almost any major pharmacy, but they are a pain, and are not a necessity for pre diabetics who are not normally in danger of diabetic coma.

  2. As a diabetic it's not really necessary.  Diabetics wear them to alert medical professionals to the possibility of hypoglycemia caused by their blood sugar lowering medications or DKA which can happen when they don't take their medications.  You could wear one if it really makes you feel better- but I'm assuming you are just controlling your prediabetes with diet and exercise.  If it actually developpes into diabetes then yes 100% get one.  Until then it's not necessary and won't benefit you in anyway because medical professionals won't do anything for a prediabetic they would for any non diabetic.

  3. Diabetics wear medical id tags when there is a danger of their blood sugars becoming so low they would be unable to communicate.  This really only happens to diabetics on insulin or another glucose-lowering drug.  If you have pre-diabetes and are just adjusting your diet, you're not going to have a situation where your blood glucose is plunging because you took too much insulin.  You could feel shaky from a mild low blood sugar but that's the same as passing out and being in danger of a diabetic coma, or being so low that the police think you're drunk.

If your doctor wants you to wear one, he/she will tell you that.  But just from what I know of type 2 diabetes it's not necessary.
