and played with my face and my hair a few times and kissed me in my neck. He asked me how I was feeling, and I said good, r u ok? how do you feel and he said 'really good.' He tried to kiss me twice but I didn't, just a peck on the cheek. If he saw me alone he'd come up to me & ask if I was ok.

We have been on a few dates at the beginning of the year & he asked me out. He told me I'm a godd person & deserves to meet someone the same, as if that person isn't him, but then he will flirt and be polite if he sees me & is wary of if any guys might come up to me.

Does a guy have to like a girl to do these things. I know he likes other girls though, so I don't know if he's serious. Can a guy pretend to this extent? We haven't slept together. He likes other girls i'm sure but doesn't ask them out.

Lines like: "maybe its not me but I will take care of u even if u dont like me back" sound fishy.

YES he likes you, maybe a lot, but as you said-- how do u know if u r the only one??

Trying to touch you before u are a couple probably means he doesn't want to get serious.

ITs not pretending, maybe hes just going with his feelings, you just have to keep cool and decide what kind of relationship do you want.  If he wants the same, just go for it.
