  2. Nope. Read your HOA bylaws.

  3. The HOA might have illegal terms in their contract see your lawyer before you pay or take them to small claims court but first do your rescearch thats how you win in court.  

  4. No. Most homeowners associations have a provision in the contract you sign when you first join that allow them to fine you if you violate the various codes they set out. If you sign a contract with them, you have to hold up your end of the deal.
