That's a generalization that is not always true.  It sounds like they are referring to the somewhat daily occurrence (especially in the spring and summer) of rain due to the sea breeze front, which can cause rain to develop along it as it moves inland many of the days.  In those cases it would depend on how far inland one would be.  The further inland, the later in the day the rain would arrive, again generally speaking.
