I was wondering; there is a JAPANESE GIRL WHO WAS BORN IN CANADA (her parents are Japanese)

and the parents decide that when she goes to Japan that her legal papers will include a name in JAPANESE KANJI, is that allowed?

I mean, even though she was born in Canada can her name still be in Japanese order:

Last Name - Given Name

and written with Kanji Characters?

&& a note, HER LAST NAME IS JAPANESE*
