  1. I feel the huggies pull ups are the best in that they easily tear away at the sides, but if you do not mind the sides then they are equally as good as pampers training pants. I HATE the store brand ones such as teddys choice.

    As for nondisposables I would go with the thicker plain white waffle weave ones. The have a little absorbancy incase of a small dribble but they let the child feel wet and they treat them like underwear. The child learns much faster with these on. Good for kids who know when they have to go but may leak out a bit of pee trying to get to a potty. Gerber makes them and wal-mart has their own brand that are just as good and they are cheaper. This is what I mainly use on my son, the pull ups are for when we go out in car or to the park.

  3. disposable are the worst, they delay potty-training sometimes as much as one or two years!!!!

    Gerber 5-ply are excellent, but any underwear that isn't too tight will work.

    Potty training is quickest and most effective if she is just plain old bare-bottomed for the first few days or week, when she is mostly trained graduate to underwear.

If you are referring to cloth training pants then the most popular in stores would be the "Gerber" brand.    They would be available at larger stores like Kmart, Wal-Mart, Target, Shopko etc.   They sell them up to a size 3T.   If your little sister is a bigger toddler then you can buy a very similar product  online that's called "Potty Patty"    They sell many different sizes for kids going all the way up to 49 pounds or so.

    If you are referring to disposable training pants then the Huggies pullups are most popular in any stores that sell diapers.

    I don't know what you mean by "best".   The pullups absorb like a diaper and that's not necessarily a good thing because it encourages some toddlers to be lazy about using the potty.    The Gerber training pants are really the only cloth ones still widely available in stores but a toddler would feel very wet in those since they're really just thick underwear.    That could be good for potty training because wet pants can feel pretty uncomfortable.
