I went to and interview in Dubai Embassy but I wasn't accepted can I apply again in an other country?

Do I have to wait or I can apply now?

Without any specific info here, it is really hard to give some suggestions!

Did you get any feedback?  Do you know why they did not accept you?  Was it for immigration, a temporary work permit/employment visa, tourist visa -- what?  It would help if you knew what the problem was so you could use the info if you want to go elsewhere.

And what is your citizenship?  Your educational background?  Experience, skills, training?  

Generally, visa applications ask if you have ever been refused a visa, deported, etc.  And a visa denial one place makes it more likely you will be refused elsewhere.  But laws vary from one country to another, needs for workers vary from one country to another.  The reason for a turndown one place might not be applicable somewhere else.  But it is a warning that there is a problem you need to solve.  E.g. if your educational qualifications were inadequate for a particular type of job, do something about it before you apply elsewhere.
