I went to the consulate but they say u need a visa for phills,can the person from there send me a visa?

u need to apply for a visa, first. and it takes along time its noy like "a week" thing. it takes months!

and also not everyone is elegible for it.

Visas are issued by the consulates and embassies. Nobody can send you a visa. At most, they can sponsor your application, or stand guarantor. A visa is not a piece of paper that can be mailed. It is stamped on your passport. Some countries issue a visa on arrival if the period of stay is short. That too, is stamped on youir passport.

what is phills?? no you cannot, because they need to stamp your passport the first time you enter the country on the visa.  you  usually have to file from your home country.  sucks!!
