Bell Peppers are easily broken, that's common knowledge.  Try a few more till you get one that works.  It's worth the effort.  When you hear that sound it's like...................no I can't spoil it for you.

Btw it's not illegal to sell broken ones.

you didn't ring it hard enough.  Try shaking it while jumping, and you have to listen very closely.  Use a stethescope.
