I am looking for an island that is not governed or ruled by another country I want to be able to do what ever I feel like without a police harassing me. I want to be able to drive as fast as I want, have a giant field of pot, and have my own airport will this all be within my budget?

There is no land that is not governed.  If there were you are short anyway.

You can manage an island, there are lots of places in the world, but none that do not belong to a country.
