If you want to do it easily then you first need to make a hotel reservation, because the faxed or e-mailed confirmation serves as your invitation, then go to the website of the Russian Embassy (in the US, www.russianembassy.org , read the info listed for a tourist visa, download the applications and follow all of the instructions. Your applications, photos, passport, reservation confirmation, money order and postage paid return envelope will then be sent the to Embassy or Consulate. It's not a difficult process and you won't need a travel agent for this.

An update to my answer; as of Sept 8, 2008 the Russian Embassy will no longer accept mailed in visa requests and you'll have to use one of the 3 services that they list on their website.

much depends on where you want to go and how long etc.The tourist visa is quite straightforward,theres many agents on the internet.The charges vary so shop around.The procedure is to download the application form sign it and add passport photo.The agent arranges the invitation via an agent in Russia.They send it in and it gets sent back to you.There are still closed cities in Russia-and regions like the South causicans around Stavropol have different registration procedures.Cost of a tourist visa is around £65 with processing fees or $130.00

Once in Russia you must register it with a hotel or local office.Hotels usually do this for free if you are booked with them.You will get a migration card which has to be stamped for all your travel/stay in Russia-this acts as your exit papers so its important to know about the rules.I have been to Russia many times-They wont give me a tourist visa now since they say I have to have business visa.
