I woke up with tiny white bugs all over my car after the rain. what are they?

they seem to jump/fly all over when i open the door, but they really seem to like to stick around the wet edges of my car doors and even pooled in my rust spots...

theyre small, white, have wings, and arent triangular like white flies... theyre long and thin. help?
