I wonder if I anyone can help me to give me advice on starting a small charity group?

I would like to start a website where those kind people can donate money or skill towards funding or volunteering to help people from a third world country with cataracts problems and help restore their visions. The people I am talking about don't have money and live on regardless the problem. If this plea can save the vision of one child a year, then it will be worthwhile. Any suggestions.

Also, maybe connect with a church who could give you a base for the work?

Also, maybe create a myspace page for the charity and then create a paypal account for people to donate?  I wonder if there is some kind of requirements for proving the money goes to charity. . .
