I work for a New Mexico DD Waiver agency how do we expell a client?

I work for a DD waiver agency providing supported living service. One of my clients continually smokes marijuana and elopes on a regular basis. Does anyone know of a law or regulation that could help us expel this individual. Please serious answers only.

With a little research maybe you could discover a reason your client would be wanted by the law.  A warrant for his arrest might cause him to leave the state to avoid arrest, that would take him off your rolls.

Not a very good answer, but it's my best effort right now. :)
