I would like info on working in New Zealand?

I want to work in New Zealand in construction Management with a view to securing a contract position which will allow me to then gain residency so my family can follow me over and settle. Can you get a Visa without a job offer or do you have to have an offer first? Also, what is the difference between a work permit and a visa? All the sites I visit do not explain this clearly.Any info would be great.
