  1. I would like to emphasize what the previous answer mentioned.

    One does not have an automatic right to French citizenship by virtue of having been born in French territory. This is different than in the United States in which a person is automatically an American citizen if born in American territory.

    Other than by marriage and naturalization there are two primary routes to claim French citizenship.

    1) You are the child of a French citizen. However, such a claim to citizenship MUST be asserted while the child is still a minor.

    2) As from September 1st. 1998, every child born in France, even to non-citizens, acquires French nationality at his majority IF he is living in France AND IF he prove he has lived in France, either continously or in the aggregate for at least five years starting at the age of 11 years.


  2. First step is to ask for your birth certificate (it is free), you need to write or if lucky e-mail a request for a copie integrale de mon extrait de naissance (specify of course your full name, date and place of birth). Guadeloupe is part of France via the DOM et TOM

    You can find the address of the mairie by using the yellow pages (www.pagesjaunes.fr, select the english version if you do not speak French), but be aware that being born on French territory does not confer the French nationality, you still need to proove your nationality.

    The next step will consist in going to the closest French consulate of Embassy, just google  consulat de France and your state or capital. You will then maque a request for the French Carte d'identite nationale, check the below link for details on what you will need to provide etc.
