I found some sites about ole Ronald a while back. Seems they call him "Butch" now. I suppose you would have to contact the warden of the prison and ask his permission. Try and see what happens.

You would need permission from private individuals, still living, to tell their stories. You can change names and consolidate characters but if people in that person's community would recognize who that is, you would need permission to write about them.

You don't have to be quite as careful with "public figures" because the idea is that they forfeit some privacy rights by actively seeking to be known to the public. But, celebrities do have a right to control how their image is presented to the world. Their image is the commercial product they are selling.

Then you have to design your website and figure out how you want to present this information.
