I would like to know if it is an option to keep both licenses and if so since i would have dual residency would i have to pay taxes to hawaii as well. By the way, I am a military spouse if that makes a difference in the answer.

  1. you are only allowed one United States' drivers license

so, whereever is the primary residence will be the state that you are licensed to, especially military person's and family that stays with the enlisted

  2. Having moved around a little myself, I know of no state that allows you to keep the license from a previous state when you get one from the new state.  Being a military spouse, you could keep your Texas license and registration in Hawaii.  Just notify the DMV in Texas of your new address and it should be no problem.

  3. Sine the 1980's, any state will require you to surrender your license from another state, when they issue one from theirs.

  4. no
