not only will u need permission but u will have to pay the council for the work as well. go on your local councils web site.

Yes. You would also require a permit for the drive and all other related work too.

Be prepared to pay for it too. Some cities may charge upwards of $16,000 for the permission and work. Most cities require that they do the work (ie. not you or anybody you hire) and therefore charge a lot.
