It may mean that you are already a member of the group, or it is a closed group - only people who are invited by the owner can be members. Send an e-mail to the owner:

When there is no blue "Join This Group" button on a group's home page, usually that means that the group is a closed type and you must be invited by the owner to join it.  Go to the group's home page and scroll down to the very bottom of page.  You should see a link or an address for the list owner.  Use that to contact the owner and ask for an invitation to join the group.
