  1. i dont know exactly about sewage biogas plant, but i can surely tell you about ur degradable solid waste. BARC , mumbai, has developed a biogas plant called NISARGARUNA. it is very cost effective, details are-

The wastes can be processed by Bio gas plant are biodegradable kitchen waste, paper waste, and green grass, and leaf litter, animal remains in abattoirs, hospital waste, green plant waste, gobar, crop residues, sugarcane, baggasse, and water hyacinth.

The Bio gas plants are useful for Municipal Corporations, Hospitals, Hotels, Housing Societies, Govt. Establishments, Abattoirs, Nagar Palika, Grampanchayat, Farmers.

    OPERATION

The material to be processed is brought to the plant site every day. Two workers are needed for the operation of the plant. The important tasks to be done are:-

    1 Sorting of waste materials

2 Processing the waste in mixer

3 Routine operations for predigester and digester tanks

    4 Manure pits

    INFRASTRUCTURE REQUIRED

The following infrastructures required for set-up a 1 tonne/day capacity Bio gas plant:-

    1 Space : ~ 300 m2

2 Manpower : Two unskilled persons

    3 Power supply : 3 phase AC

4 Water Supply : 1.2 kL for one tonne plant

    5 Cost : ~ 5 lakhs rupees for 1 tonne/day capacity

    MANPOWER

Bio gas plants can be easily operated by two persons.

  2. You will have to pay someone several hundred thousand dollars to do the engineering required to complete your request.

  3. Here is a smaller project.  Scale it up to your level.  There is a ton of information at the link as well.

The Khadi and Village Industries Commission has helped to tackle the problem through rural community co-operation and a scheme of subsidies and loans to encourage individual families, groups of families, institutions, and communities to construct biogas plants. An analysis of cost and income for a plant producing 3m³/day is given in Table 4. The net annual income of approximately US$60 shows that the capital investment of US$340 can be recouped in about six years. There are also incidental advantages of hygienic improvement, the absence of smoke and soot in gas burning, convenience in burning, and the increased richness of manure.

TABLE 4. Cost-Benefit Analysis of Khadi and Village Industries Commission Plant (in US dollars)

    a. Capital cost

Gas holder and frame $ 93.5

    Piping and stove $ 34 7

Civil engineering construction (tank, inlet and outlet, etc.) $210.1

    Total $338.3

    b. Annual expenditure

The interest on investment at 9% $ 30.4

Depreciation on gas holder and frame at 10% $ 9.3

Depreciation on piping and stove at 5% $ 2.0

    Depreciation on structure at 3% $ 6.3

Cost of painting, once a Year $ 6.7

    Total $ 54,7

    c. Annual income
