You have to make an appointment with the US. embassy in Rabat or the consulate of the US in Casablanca. If he has a visa, it will be easier for him to go to the US. If not, it's to much complicated.

This actually requires a really complicated answer but I am going to boil it down.  

If the man can't obtain a visa on his own you or another can petition for him as an employer, fiance or spouse.  

Each of these options has a lot of details involved.
