If you can get online with your computer, you can start a dating group on Yahoo. From the homepage, click on Groups then click on the "Create a Group" link. You can then start any kind of group you want. If you're looking to start an actual site,   Yahoo doesn't do free web-hosting, but you can click on the link to see what they offer otherwise.
