im paraylized from the waist down, i need a vehicle to get around, but cant afford it. would like to know if there is any programs or grants i can attend or apply for that will help me purchase a handicap accessible vehicle.

Do you have a full time job and good credit?  

Most auto dealers have in-house financing for Vans and SUV's.  I would contact your local Vocational Rehabilitation office. They would probably be able to get you in touch with an agency that modifies vehicles for folks at a low cost.
