  1. Elevation varies - depending at the spot elevation used. Coastal area is 0 elevation and other areas are much higher. Sometimes airports are used, national weather stations or even the city hall. Sometimes they list the average altitude, so, it all depends on the web site one goes to check the answer.

    An hour northwest of Melbourne you have the Macedon Ranges  - highland area - so although Melbourne will be at sea level, since it is on the coast and has a harbor, as one moves inland the elevation becomes higher - the Macedon Range can be 615 m (2,018 ft) high


  2. Melbourne has a suburb of St Kilda  which is at sea level. It also has some hills, even in the central business district the elevation varies with some hills.

    The height above sea level is 10 metres according to the website below. This must be an average height as I know some hills in Melbourne CBD are higher than this.
