I would like to know the process of opening a petrol bunk in India.?

Well its a very difficult process. Firstly you must be an employee in a public sector to get any sort for contract for opening petrol bunks. Normally its given to politicians, retired Army people, retired Cops ( Police), ex MLA and ex MP's.

There are already a whole list of people waiting for the government to allot them the bunks that was promised but never kept.

Secondly till now there was a ban on opening any more petrol outlets. Now though its Taken out. Its not possible for people to open bunks who were not employees of public sector as per my knowledge.  The following link might be of some assistance to you.
