If the country or city has no other salon for a woman of color (African-American)?

  1. No.  Not only would you need an ID card, in some locations you'd need to have both an ID card and be command sponsored.

  2. Please take your question to the Post/Base excetera where you want to go.  I worked on a military base for many years and although they are suppose to only provide services for people with military IDs they sometimes overlook that requirement.  You might also try asking them (the people at the beauty salon) if they will consider providing you service after hours or outside the base.

I'm sure if you get to the MP station and talk to a soldier/sailor who is African American they will understand your problem and be very helpful.

I'm not African American but my sister-in-law use to specialize in African American hairstyles when she was stationed in Germany so I get what your talking about.

If you send me an email and tell me where you are living,  I see what other information I can offer.  For example if your in Djibouti (yea I know its in Africa but its just an example) KBR has a large presence there and they have support services for their employees which you can possibly use.
