  1. Both of these are classical engineering streams... To answer your question specifically...

    a) Placements

    1) ECE - An electronics & Communication engineer can work in many domains viz. Signal processing, Semiconductor industry (VLSI design,VHDL), power electronics and also in the software industry (System On Chip programming, Microcontrollers, Digital SIgnal Processors, Micro processors etc., Assembly programming as well as system desigining w.r.t IT services)

    2) An electrical engineer will be more focussed in electrical equipment which are very large in scale... generators, power grids, and the kind... They do not have flexibility w.r.t programming skills...

    In case your final interest is to be in programming, then an ECE degree prepares you better for that than an EEE degree; but I would say both would develop your analytical thinking  equally well. In the current market scenario, an ECE degree will hold you in good stead but as you know India is investing heavily in its infrastructure backbone, and power being the heavyweight in it... a lot of companies (pvt and government) will be looking to hire fresh talent with strong analytical capabilities.

    If you see, I am not answering your question directly; but showing you the way to find out the answer yourself...

    b) Difficulty

    Both are equally difficult subjects and involve extensive preparation and study for you to understand the underlying concepts. You should have very strong problem solving skills, and thorough knowledge of Physics and Mathematics to succeed in both the degrees..
