I would like to know who is in charge of the allocation of welfare funds in the state of Co?

I am interested in finding an answer because I believe there is alot of corruption in the systerm.

I work in this field and I see firsthand the fraud committed although I also want to point out there are many honest people just down on their luck and these services are truly meant for them. When tax-payers report fraud officials are far more likely to investigate. Often when a welfare employee makes a fraud referral it seems that it isn't taken seriously.
