If you are wealthy and would not need to work, or retired with a steady income...then ok.  if you need to work...forget it.  It is nearly impossible to get a work visa...it is tied to a specific job.  you must find an employer to hre you and state he cannot find a Mexican national for that job, then sponsor you for your work visa.  You have to have a very unusual and high tech skill for this.  Even professional jobs pay a fraction here of what they pay in the U.S.  Unemployment is high in Mexico...they neither need nor want more workers.  Soooo...it is a great place to retire, but not practical if you need to work.  IF, you are ready to retire, email me and i can give you a lot of info on that.

get a visa first but live in california chulavista it is near mexico you can visit in and out with a visa

Why?  Have you been there?  The grass is not always greener on the other side.  I was there last week, I have no desire to go back.
