I would like to open a newsagent. Do I need any licence?

Do I need any licence to sale cigarette, lotto, sandwich(cooked food)......etc. where to apply??

You need to contact your local council and apply for a licence if you are starting from scratch. If buying an existing newsagent business then it would already have one.
