There are two ways that you can do this, and they are both VERY EASY. You can either use MS Paint or GIMP. Both are very simple to use and MS Paint should already be installed on your system. GIMP is a program that you would need to download, but the best thing is, it's completely free.

Those are the two best resources to do what you want.

You can do that in Paint. Start--> All Programs --> Accessories --> Paint

paint can add simple text to image like the sample image, but if you want more creative text designs then a free software like GIMP would be able to do it.. or a paid software like photoshop ^^

Since i see you have a photobucket there is a tool in Photobucket to edit photos. Once your in the edit mode there are a few different tabs.There are text options under the decorate tab.
