I would like to set up a dog farm for human consumption in the US. Will the US goverment allow it?

You first need to get a permit from PETA and the ALF before you can even think of getting that business started.  They will need all the details of your operation, such as location, business partners, and the breeds that you intend to use.

The US won't allow it actually because dogs are protected under animal cruelty laws that livestock isn't protected under.  Sad but true.

From a legal standpoint it would be easier to setup a human farm for dog consumption.  Get yourself a business plan, pitch it to politicians on how you can save the tax payers billions by serving up felons to our k-9 pals.
