I would like to sign my grand son up for the job corps he need schooling.?

From what I was told they have to be a high school graduate and under 21years of age. I was also told they have no learning support services. But here is a link for you to find out for sure.

You can't sign other people up, you join job corp as a volunteer.

Job corp is a government run program that takes kids and teaches them job skills, helps them earn a diploma or GED, and go to college if they want.  It also teaches them daily living skills such as following a budget and keeping an apartment.
