yes. some would need local coins. others work using call cards. be ready with the 1 and 5 peso coins. the call cards, you can buy them from the stores inside the airport.

terminal 1 or 2?

if 1 yea even tho airport is crappy. but u need to make sure you have Philippine money with you to use the pay phone. i ve spent a vacation there like a month ago just arrived last 2 weeks

Yeah, but if your calling internationally, it will cost you.

In terminal 2, There is outside, near the checkpoint, and inside the terminal, by the bathrooms.

Terminal 1, I haven't been there for a long time.....

Terminal 3, I did not yet go there since they just opened......

Yes, however not all pay phone accepts coins. You would probably need to purchase phonecards prior to doing to NAIA.
