ID on a weird grass plant/bush?

I found this growing outside a golf course so I assume it's some grass they planted that's gone wild.

I think these fuzzy yellow things are the fruit. The leaved themselves are quite stiff and a bit prickly. The whole plant forms a shrubby shape that grows up to 60cm high from the plants I've seen.

I have no idea what it is but maybe someone else knows.
