IF community college accept foreign H.S Diploma/ college Transcript?

   Yes. The only requirements to attend a community college is that you must have graduated from high-school and that you can prove your level of English by taking the TOEFL and of course, prove that you can afford tuition and living expenses.
   
   These are the easiest institutions to be accepted into and if you meet the three basis requirements above then you will have no problems with admission.
   
   Furthermore, unlike the other answerer, community colleges are a great way for international students to save on tuition expenses for the first two years of their studies since the rates are much cheaper than four-year colleges and universities.

   for admission, they wont ask for your diploma as long as you're a high school grad. but they will let you take a placement test to see what level you are at English, math and reading. and if you can prove that you are a resident of that state for at least 12 months, you get to pay only $20 per credit. but if not, i think its about $200 per credit.
   
   you can also try to apply for financial aids(fafsa and bogw) if you qualify, you get almost everything for free plus they give you money for assistance. they require a transcript for the financial aid. they didnt take my high school diploma and only needed my college transcript(i only had a sem)

   Community colleges accept anyone and you do not need your transcript at all. The only bad part is that since you are not a resident of the state, you will have to pay higher tuition fees.
