IF send a notebook from ALaska to Romania, by USPC, by paying 80$, does the assurance apply to me too- 1000$ ?

I bought the notebook from HP.com, and the thing is, when is going to arrive in country, Do I have the pay extra taxes (because of the European Union) for it ? One more thing, Does the 1000$ (by paying 80$) asurance apply here in Romania too?

Sorry, you must pay the european taxes. The shipment going out from alaska will have been recorded as to what is inside. They get you either coming or going.
